There is a lazy cat, he didn't like to clean himself, always looked dirty. many cats said to him: hey, as a cat, you should keep yourself clean and tidy! So this lazy cat would only lick himself when others critizise him, and promised he would keep clean next time. However he never kept his promise and was dirty as usually.  This is the idiom came from.

A lick and a promise
e.g. We don’t like to work on a group project with Joe because he always gives a lick and a promise.
